Today, in the Council of Ministers, Christophe Castaner, Minister of the Interior, proposed to the President of the Republic to proceed with the dissolution of each of the following associations: “Center Zahra France”, “Federation Shia of France”, “Anti-Zionist Party” and “France Marianne Télé”, on the basis of paragraphs 6 and 7 of Article L. 212-1 of the Internal Security Code.
[Article L. 212-1 of the Internal Security Code stipulates “by decree of the Council of Ministers, all associations or groups shall be dissolved […]: 6 ° […] which either cause the discrimination, hatred or violence against a person or group of persons on the basis of their origin or on their belonging to a particular ethnic group, nation, race or religion, or to propagate ideas or theories to justify or encourage such discrimination, hatred or violence; 7 ° or which engage, in the French territory or from this territory, in acts with a view to provoke acts of terrorism in France or abroad”.]
The associations “Center Zahra France”, “Anti-Zionist Party”, “Federation Shia of France”, “France Marianne Télé” indeed regularly legitimize the armed jihad as much by the sermons dispensed, as by the writings placed at the disposal of the followers and Internet users, whose leaders of the “Zahra Center” highly recommend reading to the faithful.
These justifications for armed jihad, without moderation of any kind, are accompanied by a
indoctrination of the youth of the “Zahra Center” in the perspective of the holy war and constant apology, especially via the Internet, actions of organizations such as Hamas, Palestinian Islamic Jihad and the armed wing of Hezbollah, all registered on the list of terrorist organizations in the European Union.
In addition, the place of worship managed by the “Zahra Center” was closed by the Prefect of the North for a period of six months, by order of October 15th, 2018 taken on the basis of Article L. 227-1 of the Code of internal security. The validity of this decree was confirmed by the administrative court of Lille on October 19th, 2018 and by the Council of State on November 22nd, 2018.
In accordance with the instructions of the President of the Republic, the Minister of the Interior is fully committed to the dissolution of all associations that stir up hatred, call for discrimination and advocate violence.
